Yes, Hogwarts Legacy will allow you to use the dreaded Unforgivable Curses. A new clip details one of them.

Hogwarts Legacy details the Imperium Curse
The tweet message confirms that the three Unforgivable Curses will be part of Hogwarts Legacy. The most knowledgeable fans had already had a glimpse of the famous “Avada Kedavra” death spell in the State of Play gameplay trailer last March, while the Crucio spell was mentioned in the gamescom trailer.
It is today the spell of the Imperium (Imperio in English) that is in the spotlight. The video gives us a description of the effect it will have in-game:
